Health, Safety And Environmental Management

This article summarizes my experience in building a very successful program HSE (Health, Safety and Environment Management) within  (an oil company in Canada), which had very few HSE systems and programs before I come. In this paper, I try to be clear as possible a picture of the organization, was when I arrived, and what actions I took on the way to success HSE present.

My arrival:

I have not been to Russia before or at one of the former Soviet republics. I searched the country through the Internet and found that Kazakhstan is not the arctic barren waste land that I had thought, but a good and different countries with mountains and plains (the field), and be part of the Caspian Sea, the world's largest freshwater lakeheadquarters are in Almaty, a beautiful city, which is a mixture of Asian and European architecture and culture.

My first day at work on January 4, 2004. The work

My position, HSE Director is a new position reporting to the President. Earlier, it was a HSE and Training Director in the oil field is, but his duties are primarily in education. My first task was to go to the oil fields and to see what is going on in there and talk to people in both HSE and operational. has two main operating operating group called  is part of the oil and the other called  the refinery. Our 10-point plan HSE (based on the gap in education compared with industry leaders) include:

Improve HSE management leadership, we need to understand how business leaders / supervisors saw their role in HSE. Then we need to develop the workshop to determine which major HSE roles and responsibilities for managers and supervisors. Performance targets for HSE are included in the annual review of management.

Include Management and Risk Assessment - Risk Training should be provided to all workers as well as the introduction of management for all managers and supervisors of risk.
Improve HSE Training - HSE training plans are developed for all of these sites, based on risk. New training plan for employees on the basis of risk have been developed, and training for supervisors, as they evaluate their workers in HSE performance.

Develop contractor HSE system - No contractor HSE management system. Contractor HSE program identified as a critical need. It is suggested that a skilled contractor HSE specializes in renting, to get started with the program.

PK is left with an  company, to ensure safety in design in the past - developing security design. The "safety plan design" requires the same process of design safety design techniques for all future  contract. An important prerequisite would be a safety plan design mandates.

Update Operation and Maintenance Plans- There are many gaps in operator training and lack of common operating procedures in many important activities. A contractor with operator training and  developed proposed. Maintenance and integrity of the procedures required to be tested and updated. A proposal for a computerized maintenance system integrity proposed.

Improve Crisis and Emergency Plans- In general, the contingency plan should be maintained properly and with Kazakh law. However, PK lacking a corporate crisis management plan Crisis Plan Management. We proposes that all local sites are reviewed and updated emergency plans and the workers are trained according to these plans. The plan should also use the same language in the field, ie, English and Russian translations. Taking an experienced emergency consultant Consultant to develop a corporate crisis management plan Crisis Management Plan is seen as a logical way forward.

Revamp of Accident Investigation and Prevention - As we recommend that new techniques and methods of investigation into the incident was built without a single accident investigation process techniques or reporting of accidents Forms form. HSE System Assessment & Improvement - HSE plan for the evaluation system to be to check out the 10 points on an annual basis, reporting the results of more developed to management.

What should we do first?

When faced with 25-30 HSE gaps system, what do you do first? I have again and again that you prioritize the risks based on my basic core beliefs. That is what we did. For example, the refinery has no  (personal protective equipment) required to formulate regulations and PPE we started taking . At the same time, secure a training company we are training for . The accident reporting and investigation system is not a reliable indicator of accidents happening in the area. Very few contractors were reported accidents and their supervisor knows how to fill out a form of accident investigations. The typical cause of the accident was "negligence". The typical correction action "send the injured to hospital." Both accidents are always and always repeated. We immediately revised the accident Procedure and forms and implemented a training program for investigation after accident. There was a fatal accident in February 2004, that directed me to check and update to start the Hot Work Permit and implementation of HSE management contractor. Until then, the contractors are on your own, how to perform their work. The fatal accident changed everything. We started with the given guidelines from management that all contractor activity is tracked by a local engineer. We also changed the licensing system the requirement that the local site managers to sign and verify the work. In the meantime, the permit system was revised and training is provided.

On a broader scale, I knew the company needed its risks and how to understand to manage. I contracted a reputable risk management firm to perform a  (quantitative risk assessment) and update our emergency response system. determine our core processes and HSE risk and to reduce the risk of recommendation. Our emergency response system is just what the government of Kazakhstan limited requirements. We need a corporate crisis management plan to monitor and direct action during the great event.

The necessary measures have been fully supported by senior management of the PK and it was placed on ensuring that the 10 items for HSE success are in place when his full support.
